Requires the University of Hawaii Sea Grant College Program to prepare an updated report on Hawaii's readiness to prevent and respond to oil spills, updating the 1996 report "Hawaii's Readiness to Prevent and Respond to Oil Spills."

Updated report must concentrate on prevention and mitigation of contaminant spills, identify natural hazards and spill risk plans, and update critical facilities and hazard maps throughout the State.

Mandates the University consult with major stakeholders including the Department of Health, Department of Land and Natural Resources, Department of Transportation, U.S. Coast Guard, U.S. Environmental Protection Agency, and other relevant organizations.

Requires submission of the updated report to the legislature no later than twenty days before the convening of the 2016 regular legislative session, including findings, recommendations, and proposed draft legislation if necessary.

Appropriates funds from general revenues for fiscal year 2014-2015 to cover staffing, administrative and technical support, office equipment and supplies, and travel expenses for the Sea Grant College Program to complete the report update.
