Establishes a special fund administered by the Department of Land and Natural Resources to collect and use moneys for conservation, supplementation, and enhancement of Hawaii's coral reefs and marine resources.

Fund receives deposits from fines, attorney fees, awards, settlements, and administrative costs for violations of marine life conservation laws; compensatory mitigation moneys from federal or state permitted impacts; and grants, donations, and private/public contributions.

Fund moneys support marine life conservation district monitoring, research, enforcement, education, management of public fishing areas, and development of compensatory mitigation measures for environmental impacts.

Fund balance shall be carried forward annually and held separate from other Department of Land and Natural Resources accounts, except that federal funds and private contributions shall be deposited and accounted for according to conditions established by the funding source.

Effective date: July 1, 2050.
