Applies compliance verification requirements to all contracts awarded under competitive procurement methods and contracts of $2,500 or more under small purchase procedures.

Authorizes suspension from further offerings or awards for offerors making false certifications regarding compliance with state business laws.

Takes effect July 1, 2014.
