Authorizes the Board of Land and Natural Resources (BLNR) to extend commercial and industrial leases on state land, in addition to hotel and resort leases, when lessees commit to substantial improvements to the leased premises or existing improvements.

Amends Act 219 (Session Laws of Hawaii 2011) to broaden the types of leases eligible for extension beyond hotel and resort properties.

Extends the repeal date of the BLNR's authority to extend these leases from December 31, 2015 to December 31, 2017.

Addresses deteriorating commercial and industrial infrastructure on state-owned leasehold properties by incentivizing major investments in facility improvements through lease extensions.

Takes effect on July 1, 2050.
