Establishes a geothermal resources development permitting framework administered by the Board of Land and Natural Resources, with authority for county governments to issue permits in agricultural, rural, and urban districts under certain conditions.

Requires geothermal development permit applications to include assessments of geologic hazards, environmental and cultural impacts, compatibility with existing uses, health and safety impacts, economic benefits, and utilization prospects.

Mandates public hearings on the same island near proposed geothermal development sites, with notice published three times in newspapers and mailed to property owners within 3,000 feet at least 20 days before the hearing.

Allows the board to approve permits in conservation districts if findings show geothermal potential, prospect for electrical energy production, acceptable environmental and social impacts, and net benefits to the county and state; permits are subject to conditions and restrictions.

Increases penalties for violations from $500 to up to $5,000 per violation and authorizes the board to collect administrative fines, fees, costs, and attorney's fees; establishes that collected penalties and fees be deposited into the special land and development fund.
