Establishes a school farm complex task force to determine feasibility of implementing a pilot project at the University of Hawaii – West Oahu campus.

Task force shall be convened by the University of Hawaii at Manoa college of tropical agriculture no later than January 1, 2015, with co-chairs from UH Manoa and UH West Oahu.

Task force membership includes representatives from state agriculture, education, health, and business departments, plus industry representatives from the Hawaii Farm Bureau Federation, small/medium/large-operation farmers, nonprofit organizations, and farmers' markets.

Task force shall identify barriers to establishing school farm complexes and address implementation issues including transportation, storage, marketing, contracting, and food safety/certification.

Task force must submit findings, recommendations, and implementation plan to the legislature no later than twenty days prior to the 2016 regular session and shall be dissolved on June 30, 2016.
