• Amends Act 168, Session Laws of Hawaii 2012 to include fuel cell electric vehicles in the definition of "electric vehicle" alongside neighborhood electric vehicles and battery-powered vehicles with at least four kilowatt hours of storage capacity.

• Defines "fuel cell electric vehicle" as a zero-emission vehicle that uses a fuel cell to convert hydrogen gas and oxygen into electricity to power onboard electric motors.

• Grants procurement priority to fuel cell electric vehicles in state and county vehicle purchases, placing them second in priority order after plug-in hybrid electric vehicles but ahead of other alternative fuel vehicles.

• Extends electric vehicle parking exemptions, HOV lane use eligibility, and required parking space provisions to fuel cell electric vehicles in places of public accommodation.

• Excludes hydrogen refueling facilities from the definition of "electric vehicle charging system" under Hawaii Revised Statutes section 291-71.
