Appropriates general revenue funds to the Office of Youth Services in the Department of Human Services for fiscal year 2014-2015 to contract for mental health treatment, substance abuse treatment, and evidence-based practices that reduce recidivism among court-involved youth and youth on probation.

Requires the Office of Youth Services to submit annual reports to the legislature (beginning in 2015, no later than twenty days before each regular session) detailing contracted services or programs, number of youth served by each program, and aggregate outcomes.

Establishes legislative findings that many justice-system youth need mental health and substance abuse treatment services, and that proven practices to address these issues require dedicated funding.

Takes effect on July 1, 2050.
