Creates a new chapter in Hawaii Revised Statutes establishing a homeless person's bill of rights to safeguard the rights, privacy, and property of homeless persons under state and federal law.

Guarantees homeless persons the right to move freely in public spaces without harassment from law enforcement, equal employment opportunities, emergency medical care, and voter registration.

Protects homeless persons' personal information and property privacy, ensures equal treatment by state and county agencies, and prohibits discrimination in program applications and services.

Grants homeless persons the right to accept or decline assistance from government programs and to enjoy the same constitutional rights as all U.S. citizens.

Allows each county to post the bill of rights in a usual location for county notices.
