Exempts persons or entities from using certified commercial kitchen facilities when preparing food for charitable, noncommercial purposes if specific requirements are met.

Requires all persons with direct contact with food to complete at least two hours of food safety and handling training provided by the Department of Health sanitation branch.

Defines "charitable purposes" as actions by individuals or nonprofit organizations benefiting intended recipients without expectation of compensation or consideration.

Defines "noncommercial purposes" as activities not regularly conducted for compensation, not intended to test or promote future commercial enterprises, and not requiring commercial licenses.

Applies to food preparation using existing kitchens, barbeques, and traditional cultural techniques throughout Hawaii while maintaining food safety standards.
