Requires the board of trustees of the Office of Hawaiian Affairs (OHA) and the Hawaiian Homes Commission (HHC) to jointly establish a Native Hawaiian research, science, and technology park to serve as an incubator and resource center for Native Hawaiian entrepreneurs.

Authorizes the board and commission to identify Native Hawaiian business organizations for participation, establish loan programs for Native Hawaiian entrepreneurs, issue revenue bonds for financing, enter long-term leases with entrepreneurs, and promote conferences and seminars related to research, science, and technology.

Requires the board and commission to designate qualified personnel to administer and implement the park's objectives.

Appropriates unspecified funds from general revenues for fiscal year 2014-2015 to both OHA and the Department of Hawaiian Home Lands for establishment of the park.

Takes effect July 1, 2014.
