Creates a new chapter establishing statewide standards for eyewitness identification procedures including live lineups, photo lineups, and showups conducted by law enforcement agencies.

Requires live and photo lineups to be conducted by blind or blinded administrators whenever practicable, with at least 5 fillers in photo lineups and 4 fillers in live lineups that resemble the suspect and eyewitness description.

Mandates video recording of identification procedures whenever practicable, with audio or written records as alternatives, including documentation of eyewitness confidence statements and all identification results.

Grants defendants the right to a pretrial evidentiary hearing to challenge eyewitness identification evidence and allows suppression of identification evidence if there is substantial probability of misidentification due to noncompliance or contamination.

Requires county police departments to develop training programs for law enforcement officers on eyewitness identification methods and scientific findings, with effective date of January 1, 2014.
