Adds a new subsection (f) to Hawaii's disorderly conduct statute making it an offense to lie down at a bus stop shelter or structure in a manner that impedes or obstructs use of or access to the bus stop.

Establishes a fixed fine of $50 for violations of the new bus stop lying down provision.

Clarifies disorderly conduct language by replacing "which" with "that" and adjusting phrasing regarding intent to "alarm or cause physical inconvenience to" a member of the public.

Maintains existing disorderly conduct classifications where violations are petty misdemeanors if intended to cause substantial harm, cause serious inconvenience, or occur after warning; otherwise violations are classified as simple violations.

Takes effect on January 1, 2014.
