Appropriates funds for fiscal year 2014-2015 to support and expand the family medicine residency program at the University of Hawaii John A. Burns school of medicine's department of family medicine and community health for rural primary health care services.

Appropriates funds for fiscal year 2014-2015 to develop a permanent statewide rural primary health care training program in Hawaii County to expand rural health care training for family medicine residents.

Directs the University of Hawaii John A. Burns school of medicine to solicit and accept grants and donations from public and private sources, including maximizing federal grants and matching funds.

Requires the appropriated funds to be expended by the University of Hawaii John A. Burns school of medicine for these specified purposes.

Effective date: July 1, 2014.
