Mandates the State Auditor to conduct a financial and management audit of the Department of Education's administration, including organization, management, and fiscal operations.

Audit shall examine all administrative authority levels including complex area superintendents, the superintendent, and intermediate authority levels, but may exclude school-level operations unless necessary.

Auditor must submit completed audit report to the legislature no later than twenty days before the 2015 regular session convenes.

Appropriates $1,000,000 from general revenues for fiscal year 2013-2014 to conduct the audit.

Effective July 1, 2013.
