Prior to each election cycle, the chief election officer shall select a letter of the alphabet by lot to determine ballot name arrangement.

Candidate names shall be arranged alphabetically by last name, with those beginning with the randomly selected letter placed first, followed by remaining candidates in alphabetical order.

This random rotation system applies to all primary, general, and special elections during each two-year election cycle.

The procedure applies starting with the first full two-year election cycle following the Act's effective date.

Existing ballot format requirements for presidential/vice-presidential and gubernatorial/lieutenant gubernatorial candidates remain unchanged.
