Allows individuals eligible to vote but not currently registered to register in person at absentee polling places for their county of residence, despite closure of the general county register.

Requires county clerks to process absentee polling place registration applications and apply registration requirements from section 11-15, with registrations subject to challenge under section 11-25.

Permits registered voters whose names cannot be found on their precinct polling place list to use absentee polling place registration as an alternative.

Maintains existing absentee polling place operations at county clerk offices and other designated sites, which must open no later than ten working days before election day.

Takes effect July 1, 2050.
