Authorizes the Hawaii Tourism Authority to award grants for development of tourism products and programs through a formal application process requiring statements of purpose, program descriptions, financial information, and personnel salaries for organizations.

Requires the authority to review grant applications based on efficiency, effectiveness, community need, program quality, applicant capability, and cost-benefit analysis in relation to state tourism policy goals.

Mandates grant agreements be executed according to authority rules and that all awarded grants be monitored for compliance and intended results.

Exempts grants awarded under this section from chapter 42F (public agency grant requirements).

Amends section 201B-3 to explicitly authorize the authority to award grants for tourism product and program development, and amends section 201B-7 to allow delegation of grant-related responsibilities to staff.

Effective date: July 1, 2030.
