Requires both chambers of the Legislature to establish rules enabling audio or audiovisual technology for receiving live oral testimony from neighbor island residents at legislative committee hearings.

Directs each chamber to identify existing executive agency sites and facilities on neighbor islands with audio and audiovisual capabilities to support live testimony presentation.

Mandates consultation with the Chief Information Officer to ensure technology meets state network infrastructure requirements, adheres to best practices, is compatible with multiple platforms, and receives adequate resources and support.

Requires consultation with the Disability and Communication Access Board to ensure all videoconferencing activities comply with Americans with Disabilities Act requirements.

Appropriates funds for fiscal years 2013-2014 and 2014-2015 to implement audio or audiovisual technology throughout the state, with expenditures managed by the Chief Information Officer; effective July 1, 2050.
