Authorizes department of land and natural resources agents to conduct administrative inspections of commercial fishers' licenses, permits, catch containers, and vessels within the West Hawaii regional fishery management area without requiring probable cause.

Permits inspections of premises, containers, fishing equipment, and records of wholesale outlets and shipping agents engaged in interstate or intrastate commerce of aquatic resources, excluding private domiciles and transitory residences.

Requires that evidence obtained from administrative inspections without probable cause may only be used for civil penalties, monetary fines, community service, or asset forfeiture—not criminal proceedings.

Makes consent to administrative inspections a condition of obtaining any commercial fishing license, permit, or registration in West Hawaii, and requires licensed fishers to physically possess their license at all times while fishing.

Authorizes immediate suspension and potential revocation of commercial fishing licenses for refusing to produce required documentation or withdrawing consent to container inspections.
