Authorizes the governor to establish a statewide fair access commission composed of representatives from all islands to review and recommend improvements for neighbor island and rural Oahu access to state government information, services, and proceedings.

Requires the legislature to ensure fair access to legislative proceedings, documents, and educational services through audio and video broadcasts and technologies accessible to all islands statewide.

Requires the joint legislative access committee to review, evaluate, and make recommendations to presiding officers for improving neighbor island and rural Oahu resident access to legislative proceedings, information, and services.

Designates the office of the governor, legislature, and judiciary as responsible for ensuring fair access to government information, services, and proceedings within their respective branches.

Establishes provision of information, services, and access to government proceedings for neighbor island and rural Oahu residents as a statewide function requiring cooperation between state and county governments.
