Establishes a Residential Kitchen Fire Task Force exempt from Hawaii Revised Statutes section 26-34 to research and develop plans addressing residential kitchen fires.

Task force shall evaluate fire incident data, review insurance rating plans for pre-mitigation systems, identify financial incentives for voluntary fire suppression system installation, and review regulations for system installation conforming to national standards.

Task force membership includes the state fire council chairperson (chair), state insurance commissioner, licensing administrator of the professional and vocational licensing division, and invited representatives from the residential insurance industry, Building Industry Association of Hawaii, electrical workers, general contractors, plumbers, mechanical contractors, and a fire suppression systems technical expert.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2014 regular session convenes.

Task force members receive no compensation or expense reimbursement and the task force ceases to exist on June 30, 2014; act takes effect July 1, 2013.
