Appropriates unspecified funds from the beach restoration special fund for fiscal year 2013-2014 to prepare an environmental impact statement for a beach nourishment project at Kaanapali Beach on Maui.

Requires dollar-for-dollar matching of state funds with private contributions, with Kaanapali Operations Association committing $400,000 toward the estimated $800,000 environmental impact statement cost.

Establishes that the Department of Land and Natural Resources shall manage the project in cooperation with the Hawaii Tourism Authority and Kaanapali Operations Association.

Addresses chronic beach erosion at Kaanapali Beach, where 85% of Maui's beaches are eroding and severe wave events in 1998, 2003, and 2007 caused extensive damage to the beach and infrastructure.

Effective date of July 1, 2050.
