Provides limited immunity from drug and drug paraphernalia possession charges under Hawaii Revised Statutes chapters 329, 281, and 712 when a person witnesses a drug-related overdose and summons medical assistance.

Grants immunity to individuals who experience a drug-related overdose and require medical assistance, with immunity applying only when evidence of drug possession is discovered as a result of seeking medical help.

Excludes from immunity protections any person who sold drugs to the overdose victim.

Defines "drug-related overdose" as an acute medical condition resulting from ingestion of alcohol, controlled substances, or their combination in excessive quantities that may result in death, disability, or serious injury.

Takes effect July 1, 2013.
