Requires the Office of Youth Services to coordinate a two-year Safe Places for Youth Pilot Program to provide youth access to safe physical and virtual locations offering advice, guidance, programs, and services including suicide prevention, substance abuse support, domestic violence resources, and human trafficking prevention.

Establishes the position of Safe Places for Youth Pilot Program Coordinator to maintain a statewide network of safe places, provide training in emergency response and trauma, build awareness through partnerships with schools and youth organizations, and convene annual meetings to evaluate program effectiveness.

Appropriates unspecified general revenue funds for fiscal years 2013-2014 and 2014-2015 to support the coordinator position and residential options; pilot program terminates June 30, 2015, with a report due to legislature by September 1, 2014.

Modifies Hawaii custody law (Section 571-46) to presume courts should award custody to both parents to ensure maximum continuing physical, emotional, and meaningful contact unless a parent is unable to act in the child's best interest.

Effective July 1, 2030, except Part I (Safe Places Pilot Program) which repeals June 30, 2015.
