Establishes the Waipio Valley Advisory Commission within the Department of Land and Natural Resources to develop a long-term stewardship and preservation plan for Waipio Valley on Hawaii island.

Commission responsibilities include facilitating culturally appropriate agriculture and natural resource management, promoting productive interaction between valley residents and users, and exploring funding sources for an educational resource center.

Commission membership includes representatives from the Kukuihaele-Waipio Community Association, Waipio Taro Farmers Association, Bernice Pauahi Bishop Museum, Office of Hawaiian Affairs, Hawaii County Council, the Legislature, valley kupuna, and other specified organizations and groups.

Commission shall submit annual reports to the Legislature no later than twenty days before each regular session, detailing recommendations and actions taken by the Department of Land and Natural Resources.

Appropriates general revenue funds for fiscal year 2013-2014 to design and construct flood damage reduction and stream stabilization measures in Waipio Valley, based on mitigation recommendations from the Mauna Kea soil and water conservation district's 2012 preliminary investigation report.
