Establishes a new Ziplines Oversight Board within the Department of Commerce and Consumer Affairs to promote best practices and procedures in Hawaii's zipline industry.

Board shall consist of at least four members: three zipline business owners or operators appointed by the governor, plus the DCCA director (or designee) serving as ex officio chairperson.

Authorizes the oversight board to adopt rules requiring zipline operators to register with the department, assess fees (per operator, per customer, or other equitable mechanism), and enforce compliance through fines and penalties.

Creates a Ziplines Special Fund within the state treasury to receive all collected fees and fines, with interest and investment earnings deposited into the fund to cover operating costs and board administrative expenses.

Director must submit a report to the legislature on the special fund's status, including expenditures and program results, at least 20 days before each regular legislative session convenes.

Takes effect July 1, 2020.
