Creates a new election fraud offense for any person who knowingly broadcasts, televises, circulates, publishes, distributes, or otherwise communicates false information about the time, date, place, or means of voting with intent to interfere with voting rights.

Amends Hawaii Revised Statutes Section 11-391 to require all advertisements include the name and address of the person paying for the advertisement, a notice of candidate approval or disapproval, and a prohibition on containing false information about voting details.

Establishes fines of up to $25 per advertisement violating these requirements, with an aggregate cap of $5,000.

Repeals conflicting language in Act 112, Session Laws of Hawaii 2013 regarding advertisement disclosure requirements.

Takes effect upon approval and does not affect rights, duties, or penalties that existed before the effective date.
