Requires the chancellor of the University of Hawaii at Manoa to offer online courses sufficient for students to complete undergraduate or graduate degrees entirely online by January 1, 2015.

Mandates a minimum of 10 undergraduate degree programs and 5 graduate degree programs be available online each year, with board of regents authorization.

Requires courses to be offered with the same frequency as similar courses at other university system campuses.

University of Hawaii must submit preliminary reports to the legislature no later than 20 days before the 2014 and 2015 regular sessions detailing degree programs, course names and frequency, tuition estimates, expected enrollment, and proposed implementing legislation.

Takes effect January 1, 2525 (note: this appears to be a typographical error in the bill text).
