Reduces the Natural Energy Laboratory of Hawaii Authority (NELHA) board of directors from 13 to 9 voting members.

Changes public member requirements to include at least one member with proven expertise in renewable energy and one member who is an owner or active manager of a business with principal place of business in Hawaii.

Reduces tenant representation from two elected members to one elected member serving a four-year term, with an 8-year consecutive service limit.

Removes the secretary of the research advisory committee and the Hawaii strategic development corporation board member from the board; makes the chairperson of the board of land and natural resources an ex officio nonvoting member.

Takes effect July 1, 2013, with all existing board member terms expiring upon enactment, except ex officio members and the research advisory committee chairperson.
