Allows the Natural Energy Laboratory of Hawaii Authority (NELHA) and the Department of Business, Economic Development, and Tourism (DBEDT) to enter into inter-agency agreements without requiring a memorandum of agreement or memorandum of understanding.

Requires any inter-agency agreement between NELHA and state agencies to include: a termination date, statement of intent and purpose, terms specifying the agreement's applicability, and terms for modification or extension.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Effective July 1, 2050.
