Authorizes the Hawaii Institute of Marine Biology to establish a research program in collaboration with the federal government for stewardship of aquaculture and marine protected areas.

Requires the institute to conduct research and catalog scientific data on the Northwestern Hawaiian Islands reserve area.

Directs the institute to seek available federal funds and grants to support the program.

Mandates consultation with experts on native Hawaiian aquaculture and marine ecosystems, including fishing practices and ocean and atmospheric conditions.

Appropriates unspecified state general revenue funds for fiscal years 2013-2014 and 2014-2015, contingent on dollar-for-dollar matching with federal funds, effective July 1, 2013.
