Exempts the University of Hawaii and its board of regents from most Hawaii public procurement code requirements, effective July 1, 2013 through July 1, 2015.

University remains subject to specific procurement code sections covering design professional services, protests, and small business preferences.

Adds four new university procurement requirements: subcontractor listing for construction projects $1,000,000+, pre-bid conferences for projects $500,000+, audit rights for cost data, and compliance with small business set-aside rules.

Requires the board of regents to submit annual reports to the legislature in 2014 and 2015 describing procurement procedures, protest handling, and any litigation arising from the exemption.

Sunsets on July 1, 2015, when prior procurement code provisions are automatically reinstated unless the legislature acts to extend the exemption.
