Requires members of the University of Hawaii Board of Regents to file annual financial disclosure statements with the state ethics commission, aligning them with other senior university administrators.

Adds board members to the list of persons required to file disclosure statements under Hawaii Revised Statutes Section 84-17(c).

Makes Board of Regents members' financial disclosure statements public records available for inspection and duplication under Section 84-17(d).

Addresses the Board of Regents' responsibility to administer the university's approximately $900 million budget by requiring financial transparency from board members.

Takes effect upon approval.
