Repeals Chapter 171C, Hawaii Revised Statutes, which established the public land development corporation (PLDC).

Removes PLDC from the definition of "public lands" in Section 171-2 and related statutory provisions, making PLDC-held or PLDC-controlled lands subject to state land management requirements.

Removes requirement that the Hawaii Community Development Authority assist the PLDC in identifying suitable public lands for development and marketing analysis.

Transfers unexpended and unencumbered funds appropriated to the department of land and natural resources to the land conservation fund effective upon approval.

Transfers PLDC-related staff (planner and project development specialist) to the department of land and natural resources without loss of benefits or seniority.
