Proposes a constitutional amendment to Article X, Section 6 of the Hawaii Constitution to repeal the requirement that University of Hawaii Board of Regents appointments be made from candidate pools presented by the Candidate Advisory Council for the Board of Regents.

Allows the Governor to nominate and appoint Board of Regents members with Senate advice and consent without the constraint of selecting from advisory council-presented candidates, as provided by law.

Retains the requirement that at least part of the Board membership represent geographic subdivisions of the State.

Requires voter approval through a ballot question asking whether the constitutional requirement for candidate advisory council pools shall be repealed.

Takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution.
