Excludes Office of Hawaiian Affairs (OHA) officers and employees paid from public land trust funds from the Employees' Retirement System (ERS), effective January 1, 2014

Allows existing ERS members as of December 31, 2013, to remain members unless they elect to terminate membership in writing by June 30, 2014, with accumulated contributions to be paid upon termination

Excludes OHA employees paid from public land trust funds from participating in cafeteria plans and the Employees' Union Trust Fund (EUTF), with similar grandfather provisions for existing participants

Subjects all OHA employees, regardless of funding source, to the Uniform Information Practices Act (chapter 92F) as state agency employees

Makes the legislature the "appropriate authority" to make salary adjustments for OHA employees, similar to adjustments made for other state employee groups
