Amends the definition of "thrill craft" in Hawaii Revised Statutes Section 200-23 to broaden the scope beyond just jet-powered vessels to include any motorized personal watercraft with similar operating characteristics, regardless of propulsion method.

Adds two new permit conditions for commercial thrill craft and parasailing operators: parasail permit holders may operate no more than one parasail vessel per permit, and thrill craft permit holders may operate no more than six thrill craft vessels for rent per permit.

Maintains existing permit renewal requirements including departmental rule compliance, timely tax filing, and good safety records.

Commercial permits remain valid for one year from issuance and are renewable for additional one-year periods if conditions are met.
