HB 70 Summary

• Extends the sunset date of Act 240, Session Laws of Hawaii 2012 from June 30, 2013 to June 30, 2018 for the High Technology Innovation Corporation.

• Restructures the HTIC board of directors from a mixed model to nine voting members consisting of heads of state agencies (technology development corporation, creative industries division, strategic development corporation, natural energy laboratory, agribusiness development corporation, housing finance development corporation, state energy office) plus two private business sector members appointed by legislative leaders.

• Establishes a new Public-Private Partnership Authority (PPPA) within the Department of Business, Economic Development, and Tourism with a five-member voting board plus one non-voting member to facilitate public-private partnerships for infrastructure and service projects.

• Requires the PPPA to initiate three pilot projects: a film production facility on state lands, a main-street project in Wahiawa, and one county-initiated project, with mandatory reporting to the governor and legislature on status and outcomes.

• Appropriates unspecified funds for fiscal years 2013-2014 and 2014-2015 to establish and operate the PPPA; Part II of the act is set to be repealed on July 1, 2018.
