Authorizes consumer credit reporting agencies to place security freezes on credit records for "protected consumers" (minors under 16 and incapacitated persons) upon request from an authorized representative.

Requires representatives to submit freeze requests with sufficient proof of identification, authority to act on behalf of the protected consumer, and payment of fees (up to $5 per placement or removal).

Prohibits credit reporting agencies from releasing a protected consumer's credit report or information while a security freeze is in effect, with limited exceptions for credit monitoring subscriptions, criminal records databases, and fraud prevention.

Allows security freezes to remain in effect indefinitely until removed by the protected consumer or representative, and requires agencies to place or remove freezes within 30 days of valid requests.

Waives all fees for security freeze placement or removal when the representative has filed an identity theft report or when the protected consumer is under 16 years old and the agency already has a credit file on them.
