Appropriates an unspecified amount from general revenues for fiscal years 2013-2014 and 2014-2015 to the Hawaii Educational Policy Center for research and policy analysis on education issues.

Funds the center to conduct research, evaluation activities, and programs related to educational policy serving educators, policymakers, and education stakeholders.

Authorizes the center to develop symposiums, community forums, and policy briefs to inform the public and decisionmakers of research findings on policy issues.

Supports the center's role in providing testimony on educational issues for legislative hearings and assisting the education community in understanding Hawaii's legislative and administrative systems.

Takes effect July 1, 2030.
