Prohibits any person from taking or attempting to take uhu (parrotfish) by any means within state marine waters.

Establishes criminal penalties of $500 for a first offense, $2,000 for a second offense, and $10,000 for a third or subsequent offense.

Imposes additional administrative fines of up to $10,000 per uhu taken or attempted to be taken in violation of the law.

Authorizes seizure and forfeiture of caught uhu, commercial marine licenses, vessels, and fishing equipment for violations.

Takes effect on July 1, 2014.
