Proposes an amendment to Article VII, Section 12 of the Hawaii Constitution to authorize the State to issue special purpose revenue bonds for agricultural enterprises on any type of land.

Removes the restriction that special purpose revenue bonds for agricultural enterprises may only serve "important agricultural lands," expanding eligibility to all agricultural land types.

Allows the legislature, by a two-thirds vote in each house and by separate legislative bill, to authorize issuance of special purpose revenue bonds for agricultural enterprises in the public interest.

Permits combining special purpose revenue bonds for agricultural enterprises and educational institutions into a single issue.

Amendment takes effect upon compliance with Article XVII, Section 3 of the Hawaii Constitution, following voter approval through ballot measure.
