Establishes the Hawaii Island Technology Exchange Institute within the University of Hawaii at Hilo through collaboration between UH Hilo and Hawaii Community College.

Institute purposes include developing post-secondary education frameworks emphasizing 21st century skills, collaborating with private sector to build a high-technology workforce, and developing a comprehensive technology transfer system.

Institute may incorporate as a nonprofit corporation and shall seek grants, gifts, and funding from public and private sources to support its technology development and commercialization activities.

If incorporated, the institute must comply with anti-discrimination laws, prohibit use of state funds for entertainment or lobbying, maintain tax-exempt status, and have conflict-of-interest-free governing board members serving without compensation.

Institute retains ownership of patents, copyrights, and other intellectual property arising from its activities, subject to Board of Regents policies; must submit annual reports to the legislature detailing state fund expenditures.
