Removes the June 30, 2014 sunset date from Act 170, Session Laws of Hawaii 2002, making lifeguard liability protections permanent.

Maintains existing liability shield for lifeguards providing services on beaches or in the ocean, except in cases of gross negligence or wanton acts or omissions.

Ratifies the legislature's finding that the liability protections are necessary to enable counties to provide lifeguard services without fear of legal liability.

Repeals the previously scheduled sunset provision that would have eliminated lifeguard liability protections on June 30, 2014.
