Adds foreign convictions (from countries with independent judiciaries), tribal convictions, and out-of-state convictions to the definition of covered offenses requiring sex offender registration in Hawaii.

Clarifies that covered offenders must register and report permanent residences, temporary residences, or descriptions of places where they reside; expands registration requirements to include offenders who remain in Hawaii for more than 10 days or an aggregate of 30+ days in one calendar year.

Defines "conviction" as occurring on the date judgment is entered and removes subjective mental health definitions ("mental abnormality," "personality disorder," "predatory") from the registration statute.

Requires covered offenders without mail-deliverable addresses to report in person monthly to law enforcement instead of quarterly by mail, and specifies verification procedures based on residence type.

Creates a Tier 1 classification for covered offenses not clearly included in existing tier classifications, allowing eligibility for registration termination after 10 years of clean record and compliance; effective January 1, 2014.
