Amends Article XVII, Section 3 of the Hawaii Constitution to change how constitutional amendments proposed by the legislature are counted and approved by voters.

Requires the full text of any proposed amendment be made available on the office of elections website at least a specified number of days before the general election.

Changes ratification requirements so amendments are approved by a majority of votes cast on the question (at least 50% of total votes cast at a general election, or at least 30% of registered voters at a special election).

Specifies that only affirmative and negative votes shall be tallied; blank ballots and spoiled ballots shall not be counted toward the majority requirement.

Removes previous language referring to conditions and requirements in Section 2 of Article XVII and makes the amendment provisions self-executing while allowing the legislature to enact supporting legislation and make appropriations.
