Provides salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as collective bargaining unit (7) members, with appropriations also listed as -0-

Requires salary increases and cost adjustments paid from federal, special, or other funds to be paid wholly or proportionately from those respective funds

Any funds not expended or encumbered by June 30, 2014, and June 30, 2015, shall lapse; effective date is July 1, 2050
