Establishes an Office of Homeland Security within the Department of Defense to coordinate comprehensive homeland security programs and protect Hawaii from terrorist attacks and threats.

Creates position of Administrator of Homeland Security (appointed by the Director of Homeland Security and exempt from civil service requirements) responsible for formulating and executing homeland security programs.

Authorizes the Director of Homeland Security to prepare security plans, conduct infrastructure vulnerability assessments, develop critical infrastructure lists, process security clearances, coordinate with Pacific region nations, and manage federal grants.

Allows counties to establish local organizations for homeland security or incorporate homeland security responsibilities into existing county civil defense agencies.

Amends Section 26-21 to designate the Adjutant General as both Director of Civil Defense and Director of Homeland Security, effective July 1, 2050.
