Confirms county ownership of existing sewer transmission lines and facilities servicing Hawaiian home lands that were developed, constructed, operated, or maintained by counties as of the bill's effective date.

Requires each county to accept dedication or license of additional sewer systems and facilities servicing Hawaiian home lands upon demand by the Department of Hawaiian Home Lands.

Obligates counties to operate, improve, repair, maintain, and replace sewer transmission lines and facilities subject to the bill's provisions.

Requires sewer facilities existing before the effective date that are not in compliance with environmental laws to be brought into compliance by the Department of Hawaiian Home Lands prior to county acceptance.

Prohibits counties from abandoning or terminating sewer services to Hawaiian home lands without approval from the Department of Hawaiian Home Lands and requires provision of alternate sewer facilities if abandonment occurs.
